STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Twenty Five

 

AN ACT relative to the designation of emergency medical services performed by ambulance service providers as essential services.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

1  Homeland Security and Emergency Management; Definition of Local Organization for Emergency Management; Ambulance Service Providers Included.  Amend RSA 21-P:35, VI to read as follows:

VI.  "Local organization for emergency management" means an organization created in accordance with the provisions of this subdivision by state, county, or local authority to perform local emergency management functions, which may direct the utilization of first responders, including the provision of emergency medical services by ambulance service providers.

2  Homeland Security and Emergency Management; Definition of First Responders; Ambulance Service Providers Included.  Amend RSA 21-P:35, IX to read as follows:

IX.  "First responders" means state, county, and local governmental and nongovernmental emergency public safety fire, law enforcement, public safety telecommunications or dispatcher, emergency response, emergency medical services providers including ambulance service providers, hospital emergency facilities, emergency management, public health, clinical care, public works, and other skilled and essential support personnel and volunteers, such as equipment operators, and individuals serving on state and community emergency response teams, medical reserve corps, disaster animal and health professional response teams that provide immediate support services necessary to perform emergency management functions.  First responders are essential services providers.

3  Effective Date.  This act shall take effect 60 days after its passage.

AS INTRODUCED

 

AN ACT relative to the designation of emergency medical services performed by ambulance service providers as essential services.

 

FISCAL IMPACT:

The Office of Legislative Budget Assistant is unable to complete a fiscal note for this bill as it is awaiting information from the Department of Safety.  The Department was contacted on 1/14/25 for a fiscal note worksheet.  When completed, the fiscal note will be forwarded to the Senate Clerk's Office.
