METHODOLOGY:

This bill provides a $5,000,000 general fund appropriation in FY 2025 (non-lapsing until the close of the pilot program) to cover the cost of a cancer screening pilot program for retired and full-time active firefighters in New Hampshire. Based on the New Hampshire Retirement System 2022 Summary Annual Comprehensive Financial Report, there are 3,626 individuals that would be considered eligible under this bill.   The bill caps screening costs per individual at $1,300, therefore, screening costs for current eligible individuals could be up to $4,713,800.   The Department states remaining funds would be utilized for the administration and reporting, however, has provided no specific cost estimates for program administration.  It is assumed the entire $5,000,000 appropriation would be expended over FY 2025, FY 2026, and FY 2027.
