STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Twenty Four
AN ACT establishing a committee to study the effects of the housing crisis on the disability community.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 Purpose and Findings. The general court recognizes the housing crisis affects everyone. New Hampshire is not alone in this fight; nor are non-disabled individuals. Skyrocketing housing prices have been affecting granite staters following the 2008 housing crisis, leading to falling rates of home ownership across the country and state. This has also led to a higher demand for, and in turn, a diminished supply of, affordable housing. These changes to the housing climate increase individual and societal costs, with minority and marginalized populations disproportionately affected. Inaccessible housing and quality of housing are a fallout from the affordability crisis and must be considered when addressing the needs of people with disabilities. Many adults with intellectual, developmental, and physical disabilities live with their parents because they cannot find supportive housing. As of 2020, 12.6 percent, or roughly 175,000 New Hampshire residents, are living with a disability. To that end, the general court establishes the following committee.
2 Committee Established. There is established a committee to study the effects of the 2008 housing crisis on the disability community in New Hampshire.
3 Membership and Compensation.
I. The members of the committee shall be as follows:
(a) Two members of the senate, appointed by the president of the senate.
(b) Three members of the house of representatives, appointed by the speaker of the house of representatives.
II. Members of the committee shall receive mileage at the legislative rate when attending to the duties of the committee.
4 Duties. The committee shall study the effects of the 2008 housing crisis on the disability community in New Hampshire.
5 Chairperson; Quorum. The members of the study committee shall elect a chairperson from among the members. The first meeting of the committee shall be called by the first-named senate member. The first meeting of the committee shall be held within 45 days of the effective date of this section. Four members of the committee shall constitute a quorum.
6 Report. The committee shall report its findings and any recommendations for proposed legislation to the president of the senate, the speaker of the house of representatives, the senate clerk, the house clerk, the governor, and the state library on or before November 1, 2024.
7 Effective Date. This act shall take effect upon its passage.
