STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Sixteen
AN ACT establishing a donate life number plate.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 New Subdivision; Donate Life Number Plates. Amend RSA 261 by inserting after section 97-f the following new subdivision:
Donate Life Number Plates
261:97-g Donate Life Number Plates.
I. The director is hereby authorized to issue special donate life number plates, in lieu of other number plates. Such plates shall be issued only upon application and upon payment of a $30 fee that shall be in addition to the regular motor vehicle registration fee and any other number plate fees otherwise required. Plates shall be renewed on an annual basis for $30 per set.
II. The director shall, after deducting any special costs to the department resulting from the donate life number plates program, deposit the additional fees paid under paragraph I in the general fund to be used for educational and informational purposes regarding organ donations.
III. Donate life number plates may be used on passenger motor vehicles and recreation vehicles.
2 Effective Date. This act shall take effect July 1, 2016.

SB 490-FN- FISCAL NOTE
AN ACT establishing a donate life number plate.
FISCAL IMPACT:
The Department of Safety states this bill, as introduced, will increase state revenue and expenditures by an indeterminable amount in FY 2017 and each year thereafter and may increase local expenditures by an indeterminable amount in FY 2017. There will be no impact on county and local revenue or county expenditures.
METHODOLOGY:
The Department of Safety states this bill establishes “Donate Life” license number plates, with an issue and renewal fee of $30 per year. This bill would allow for the Department to recover costs associated with this new plate program prior to remitting all net revenue collected to the state general fund to be used for educational and information purposes regarding organ donations. The Department of Safety is unable to estimate how many plates may be issued under this program, however for informational purposes has provided the following revenue and expenditure projections based on the issuance of 5,000 per year:

The Department of Safety states this bill may result in an indeterminable increase to local governments in FY 2017 as municipalities may be required to make vendor software changes to implement this bill.
Any net revenue that may be credited to the general fund, after covering the Department of Safety’s costs, is indeterminable. Additionally, expenditure of any said revenue is also indeterminable as there is no appropriation as part of this bill and any expenditure of the funds dedicated for the purpose of education and information of organ donations would require additional legislation.
