STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Twenty Four

 

AN ACT relative to employer notice of veterans' benefits and services.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

1  New Section; Protective Legislation; Posting Relative to Veterans Benefits and Services.  Amend RSA 275 by inserting after section 49 the following new section:

275:49-a  Posting Relative to Veterans' Benefits and Services.

I.  The labor commissioner, in consultation with the department of business and economic affairs and the office of workforce opportunity, shall create and distribute to employers a veterans' benefits and services notice or poster.  Employers shall display the notice or poster in a location accessible to all employees.

II.  The veterans' benefits and services notice or poster shall include information regarding the services and resources available to veterans, including:

(a)  Contact and website information for the New Hampshire department of military affairs and veterans services;

(b)  Information about substance abuse and mental health treatment resources;

(c)  Educational, workforce, and training resources;

(d)  Resources for tax benefit information;

(e)  Information about obtaining a veteran's indicator on a state driver's license or non driver picture identification card;

(f)  Information about eligibility for unemployment insurance benefits under state or federal law;

(g)  Legal services resources; and

(h)  Contact information for the United States Department of Veterans Affairs Veterans Crisis Line.

2  Effective Date.  This act shall take effect 60 days after its passage.

METHODOLOGY:

This bill directs the labor commissioner, in consultation with the Department of Business and Economic Affairs, to create and distribute a veterans' benefits and services poster for employers to display in the workplace.

 

The Department of Labor indicates it is unlikely this bill would have a significant impact on revenues or expenditures at the state, county, or municipal level.  The Department does not anticipate the bill would materially impact the administration of protective legislation from the Department’s perspective.  The Department states that it is possible some employers may violate the law resulting in additional civil penalties at the State level.  Any such revenue impact is difficult to quantify with specificity and it is anticipated to be minimal based on education and awareness of the added requirements.  There would be some cost to the Department for the production of any physical posters/notices printed for distribution but any such cost is anticipated to be minimal.   

 

It is assumed that any fiscal impact would occur after FY 2024.
