An Act establishing a green internship program and supplementing Title 52 of the Revised Statutes.
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. a. As used in this section, "green internship" means an internship for a full-time student at an institution of higher education in this State in which that student is paired with a business enterprise that gives priority to renewable energy, energy conservation, energy efficiency, energy sustainability, carbon-neutral projects, and projects that advance environmentally protective goals.
b. The Department of Community Affairs, in consultation with the Department of Environmental Protection, shall establish a six- month paid green internship program under which students and educators at institutions of higher education in this State are paired with businesses in this State offering green internships.
c. The Department of Community Affairs, in consultation with the Department of Environmental Protection, shall establish requirements for participation in the green internship program, including requirements relating to:
(1) the eligibility of students and businesses to participate in the program; and
(2) application contents and procedures.
2. The Commissioner of the Department of Community Affairs, in consultation with the Commissioner of the Department of Environmental Protection, shall promulgate regulations pursuant to the "Administrative Procedure Act," P.L.1968, c.410 (C.52:14B‑1 et seq.), to effectuate the provisions of this act.
3. This act shall take effect on 365th day following enactment.
STATEMENT
This bill establishes a six-month paid green internship program under which students and educators at institutions of higher education in this State are paired with businesses in this State offering green internships. The bill defines a "green internship" as an internship for a full-time student at an institution of higher education in this State in which that student is paired with a business enterprise that gives priority to renewable energy, energy conservation, energy efficiency, energy sustainability, carbon-neutral projects, and projects that advance environmentally protective goals.
The bill requires that the Department of Community Affairs, in consultation with the Department of Environmental Protection, establish requirements for participation in the green internship program, including requirements relating to:
(1) the eligibility of students and businesses to participate in the program; and
(2) application contents and procedures.
