A Supplement to "An Act making appropriations for the support of the State Government and the several public purposes for the fiscal year ending June 30, 2016 and regulating the disbursement thereof," approved June 26, 2015 (P.L.2015, c.63).
Be It Enacted by the Senate and the General Assembly of the State of New Jersey:
1. In addition to the amounts appropriated under P.L.2015, c.63, there is appropriated out of the General Fund the following sum for the purpose specified:

|
Notwithstanding the provisions of any law or regulation to the contrary, of the amount hereinabove appropriated for Neighborhood Preservation (P.L.1975, c.248 and P.L.1975, c.249), each municipality that received Neighborhood Preservation Program funding in Fiscal Year 2009 shall receive $100,000 in Fiscal Year 2016.
2. This act shall take effect immediately.
STATEMENT
This bill makes a supplemental appropriation of $2,700,000 to the Department of Community Affairs to restore funding for the Neighborhood Preservation Program in Fiscal Year 2016. A line-item for this program has not been included in the annual appropriations act since Fiscal Year 2009. Unexpended program balances enabled the department to award funding to 27 municipalities in Fiscal Year 2010. It is the intent of this supplemental appropriation to provide $100,000 to each of those municipalities in Fiscal Year 2016.
Established in 1975, the Neighborhood Preservation Program provided direct financial and technical assistance to municipalities over a three- to five-year period to conduct activities associated with the preservation of designated neighborhoods within those municipalities. Municipalities that participate in the existing program contain areas that are in the early stages of decline, but have the potential to be rehabilitated and restored through the cultivation of economic, financial, social, and technical resources toward the development and implementation of planned activities.
