     Directs State Auditor to audit DOLWD Division of Unemployment Insurance.

An Act directing State Auditor to audit Department of Labor and Workforce Development's Division of Unemployment Insurance.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    a.  The State Auditor shall conduct a performance review audit of the Division of Unemployment Insurance in the Department of Labor and Workforce Development.  The performance review audit shall analyze whether the office is achieving economy, efficiency, and effectiveness in the employment of available resources, and whether the office is in compliance with statutory law and regulations governing the operation of the office.

     b.    The audit required in subsection a. of this section shall include but not be limited to:

     (1)   an analysis of the office's use of federal and State allocated funding;

     (2)   a determination of whether the existing personnel of the office is adequate to meet the statutory mandate of the office;

     (3)   an evaluation of the efficiency of the office's internal operations, focusing especially on the areas of response time and capacity when processing applications during a state of emergency;

     (4)   recommendations to address any organizational deficiencies that may be revealed by the audit; and

     (5)   a cost estimate of replacing the Information Technology system used by the division.

 

     2.    Within 90 days of the effective date of this act, the State Auditor shall submit to the Governor, and to the Legislature pursuant to section 2 of P.L1991, c.164 (C.52:14-19.1), a report summarizing the results of the performance review audit conducted pursuant to section 1 of this act.

 

     3.    This act shall take effect immediately.

 

 

STATEMENT

 

     This bill directs the State Auditor to conduct a performance review audit of the Division of Unemployment Insurance in the Department of Labor and Workforce Development.

     The bill requires the performance review audit of the Division of Unemployment Insurance to analyze whether the Division is achieving economy, efficiency, and effectiveness in employing available resources and whether the office is in compliance with statutory law and regulations governing its operations.

     The audit must include an analysis of the office's use of federal and State allocated funding; a determination of whether the existing personnel of the office is adequate to meet the statutory mandate of the office; an evaluation of the efficiency of the office's internal operations, including during a state of emergency; recommendations to address any organizational deficiencies that may be revealed by the audit; and a cost estimate of replacing the Information Technology system used by the division.

     The State Auditor is required by the bill to complete the audit and submit to the Governor and the Legislature a report summarizing the results of the audit within 90 days of the effective date of the bill.
