An Act concerning energy audits and training and supplementing Title 52 of the Revised Statutes.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    The Office of Energy Savings in the Department of the Treasury and established in 2006 pursuant to Executive Order #11, in consultation with the Department of Labor and Workforce Development and the New Jersey Community College Consortium for Workforce and Economic Development, shall, within 180 days after the date of enactment of this act, develop a standardized energy audit for use by the State.

     The standardized energy audit shall, at a minimum, analyze energy efficiencies and the feasibility of installing on-site renewable energy systems or retrofitting State buildings and facilities with energy efficiency improvements that can be cost effectively implemented within a timely payback period.

 

     2.    a.   The department and the New Jersey Community College Consortium for Workforce and Economic Development, in consultation with the Office of Energy Savings, shall develop and establish a program to provide training to persons who conduct energy audits in the State and may include third parties to assist in the training program or in developing a curriculum for the energy audit training program.

     b.    Every building manager of a State-owned building or facility, and every person who conducts an energy audit for a State-owned building, shall successfully complete the energy audit training program within 180 days after it is developed and the course is offered.  After the first course enrollment for the energy audit training program, a newly hired building manager of a State-owned building or facility, or any person who conducts an energy audit for a State-owned building or facility, shall have 90 days to successfully complete the program.

     c.     An individual may, for a reasonable fee, enroll in the energy audit training program and, upon successful completion, shall be authorized to perform a standardized energy audit for the State.

 

     3.    This act shall take effect immediately.

 

 

STATEMENT

 

     This bill would require the development of a standardized energy audit, for use by the State, and a corresponding training program.

     The standardized energy audit would include analyzing energy efficiencies and the feasibility of installing on-site renewable energy systems or retrofitting buildings and facilities with energy efficiency improvements that can be cost effectively implemented within a timely payback period.

     Within 180 days after the date of enactment of this bill into law, the Office of Energy Savings (OES), in the Department of the Treasury and established pursuant to Executive Order No.11 issued by Governor Corzine, in consultation with the Department of Labor and Workforce Development (DOLWD) and the New Jersey Community College Consortium for Workforce and Economic Development, would establish a standardized energy audit for use by the State.

     The DOLWD and the New Jersey Community College Consortium, in consultation with the OES, would develop a training program for persons who conduct energy audits in the State, and may include third parties to assist in the training program or in developing a curriculum for the energy audit training program.

     All building managers of State-owned buildings or facilities, and any person who conducts energy audits for State-owned buildings or facilities, would be required to successfully complete the energy audit training course.  After the first course enrollment, any newly hired building manager would have 90 days to successfully complete the program.  Private individuals may be charged a reasonable fee to enroll in the program and, upon successful completion, would be authorized to perform a standardized energy audit for the State.

     This bill would benefit New Jersey workers and the State's environment by creating green collar jobs and by promoting standardized energy audits that include analyzing energy efficiency. The energy audit training program would help increase New Jersey's green collar workforce, and both the public and private sectors could benefit from these skilled workers.
