An Act prohibiting the New Jersey Department of Transportation from entering into certain contracts concerning short-line freight rail services.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.  Notwithstanding any law, joint resolution, rule, or regulation to the contrary, the Department of Transportation shall not enter into any new contract for the purposes of rehabilitation or construction of railroads, tracks, structures, or rights-of-way for the reestablishment or establishment of short-line freight rail services in any area of this State until the Smart Freight Railroad Study Commission, established pursuant to P.L.2005, JR 8, has completed and issued the report as provided by that joint resolution.

 

     2.  This act shall take effect immediately.

 

 

STATEMENT

 

     This bill would prohibit the New Jersey Department of Transportation from entering into any new contract for the purposes of rehabilitation or construction of railroads, tracks, structures, or rights-of-way for the reestablishment or establishment of short-line freight rail services pending the issuance of the Smart Freight Railroad Study Commission's report pursuant to P.L.2005, JR 8.
