An Act establishing the "Alan M. Augustine Colorectal Cancer Research Fund," supplementing P.L.1983, c.6 (C.52:9U-1 et seq.) and making an appropriation.
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. a. There is established in the Department of the Health and Senior Services a special fund to be known as the "Alan M. Augustine Colorectal Cancer Research Fund." The Legislature shall annually appropriate all monies deposited in the fund to the New Jersey State Commission on Cancer Research for colorectal cancer research project grants.
b. The New Jersey State Commission on Cancer Research shall solicit, receive, evaluate and approve applications of qualified research institutions for grants from the "Alan M. Augustine Colorectal Cancer Research Fund," for colorectal cancer research projects. For the purposes of this section "colorectal cancer research project" means a scientific research project that is approved by the commission and which focuses on the causes, prevention, screening, treatment, amelioration or cure of colorectal cancer and may include, but is not limited to, basic, behavioral, clinical, demographic, epidemiologic and psychosocial research. As used in this section, "qualified research institution" may include academic medical institutions, State or local government agencies, public or private organizations within New Jersey, and any other institution approved by the commission, which is conducting a colorectal cancer research project.
c. The Legislature shall annually appropriate $100,000 from the General Fund to the New Jersey State Commission on Cancer Research for deposit to the "Alan M. Augustine Colorectal Cancer Research Fund" for the purposes of the fund.
2. There is appropriated $100,000 from the General Fund to the Jersey State Commission on Cancer Research for deposit to the "Alan M. Augustine Colorectal Cancer Research Fund" for the purposes of the fund.
3. This act shall take effect immediately.
STATEMENT
This bill establishes the "Alan M. Augustine Colorectal Cancer Research Fund" in the Department of Health and Senior Services and directs the New Jersey State Commission on Cancer Research to make grants from the fund for colorectal cancer research projects.
Colorectal cancer, which includes cancer of the colon, rectum, anus and appendix, is the second-leading cause of cancer-related deaths in the United States, behind only lung cancer. This year, nearly 148,000 Americans will be diagnosed with colorectal cancer, and 56,000 will die.
The bill appropriates $100,000 from the General Fund to the New Jersey State Commission on Cancer Research for the research fund, and statutorily dedicates $100,000 annually from the General Fund to the research fund. Projects to be funded may include, but are not limited to, basic, behavioral, clinical, demographic, epidemiologic and psychosocial research relating to the causes, prevention, screening, treatment, amelioration and cure of colorectal cancer.
The bill honors Alan M. Augustine, who was a five-term member of the General Assembly, representing the 17 towns of Union, Somerset, Morris and Middlesex Counties that made up his district. Mr. Augustine left the General Assembly in 2001 to carry on his fight against colorectal cancer, a battle that he did not win.
