An Act concerning memorial license plates honoring victims of the terrorist attacks of September 11 and supplementing chapter 3 of Title 39 of the Revised Statutes.
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. The Chief Administrator of the New Jersey Motor Vehicle Commission shall, upon proper application therefor, issue memorial license plates for any motor vehicle owned or leased and registered in the State by an immediate family member of a victim of the terrorist attacks of September 11. Upon the applicant's request, the registration number on the license plate may include the initials of the victim followed by the numeric sequence. The license plate shall display a slogan and emblem paying tribute to the victims. The Chief Administrator shall select the slogan and emblem after receiving input from the general public. For the purposes of this act, immediate family shall include parents, spouses, children, and siblings and shall include individuals related by birth, marriage, or adoption.
2. Application for issuance of a memorial license plate shall be made on forms and in a manner as may be prescribed by the Chief Administrator. The applicant shall not be required to pay any fees in addition to those otherwise required by law for the registration of the motor vehicle to receive the memorial license plate.
3. The Chief Administrator shall notify motorists of the opportunity to obtain memorial license plates by including a notice with all motor vehicle registration renewals and by posting appropriate posters or signs in all commission facilities and offices.
4. This act shall take effect the first day of the sixth month after enactment, but the Chief Administrator may take such anticipatory acts in advance of that date as may be necessary for the timely implementation of this act upon the effective date thereof.
STATEMENT
This bill directs the New Jersey Motor Vehicle Commission to issue a special memorial license plate, upon proper application therefor, for immediate family members of victims of the terrorist attacks of September 11. The registration number on the memorial plate may include the initials of the September 11 victim at the applicant's request. The applicant shall not be required to pay any fees in addition to those otherwise required by law. The Chief Administrator is also directed to select a memorial slogan and emblem after consulting with the public. Immediate family members include parents, spouses, children, and siblings of September 11 victims and include those related by birth, marriage, and adoption.
