     Directs Office of Emergency Management to develop and undertake annual public awareness campaign concerning State's emergency coastal evacuation plan.

An Act concerning emergency preparedness planning and supplementing chapter 9 of Appendix A.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.  The State Office of Emergency Management shall develop and undertake an annual public awareness program to educate the public concerning the State's plan to evacuate New Jersey's coastal areas in time of emergency.  The program shall incorporate the use of both the broadcast and print media.

     The program shall inform the public of:  the methods the State plans to utilize to notify the public of the initiation of an emergency evacuation of a coastal area; the appropriate evacuation routes; alternative methods of evaluation, other than that utilizing a personal motor vehicle; information concerning the preparation and storing of personal evacuation kits; appropriate supplies of food and potable water individuals and families should have readily available; information relating to the support of and care for animals, particularly service animals, and pets subject to a coastal evacuation; and such other matters as the State Office shall deem appropriate and necessary.

     In developing this plan, and in making any revisions thereto, the State Office shall consult with the Emergency Management Offices of the affected counties and municipalities.

 

     2.  This act shall take effect immediately.

 

 

STATEMENT

 

     This bill directs the State Office of Emergency Management to develop and undertake an annual public awareness program to educate the public concerning the State's plan to evacuate New Jersey's coastal areas in times of emergency.  This educational campaign is to utilize both the broadcast and print media.

     The plan is to inform the public of the following:  the methods that the State plans to utilize to notify the public of the initiation of an emergency evacuation of a coastal area; the evacuation routes the public is to follow; alternative methods of evaluation, other than that utilizing a personal motor vehicle; information concerning the preparation and storing of personal evacuation kits; appropriate supplies of food and potable water that individuals and families should have readily available; information relating to the support of and care for animals, particularly service animals, and pets subject to a coastal evacuation; and such other matters as the State Office deems appropriate and necessary.

     In developing and, if appropriate, revising this program, the State Office is to consult with the Emergency Management Offices of the affected counties and municipalities.

     This bill would implement Recommendation 1 of the Final Report of the Assembly Coastal New Jersey Evacuation Task Force which was submitted to the Speaker on May 23, 2008.
