     Provides that institutions of higher education require candidates for membership in or members of fraternities, sororities, sports teams, and other student organizations to sign anti-hazing agreement.

An Act concerning hazing at institutions of higher education and supplementing chapter 3 of Title 18A of the New Jersey Statutes.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    a.  As used in this section, "student organization" means a fraternity, sorority, band, club, sports team, service group, social group, or any similar entity of an institution of higher education whose members are students enrolled in the institution.

     b.    A public or independent institution of higher education shall require a student enrolled in the institution who is a candidate for membership in a student organization or is a member of a student organization to sign an anti-hazing agreement that requires the student to report any incident of hazing or suspicion of hazing to an appropriate employee of the institution.  The agreement shall identify the employee or employees of the institution to whom such reports shall be made.

     c.    The institution shall initiate appropriate disciplinary action against a student who fails to comply with the provisions of this section.

 

     2.    This act shall take effect immediately and shall first be applicable to the 2013-2014 academic year.

 

 

STATEMENT

 

     This bill provides that a public or independent institution of higher education must require a student enrolled in the institution who is a candidate for membership in or is a member of a student organization to sign an anti-hazing agreement that requires the student to report any incident of hazing or suspicion of hazing to an appropriate employee of the institution.  The agreement will identify the employee or employees to whom such reports are to be made.  The bill requires that an institution initiate appropriate disciplinary action against a student who fails to comply with the bill's provisions.

     The bill defines a "student organization" as a fraternity, sorority, band, club, sports team, service group, social group, or any similar entity of an institution of higher education whose members are students enrolled in the institution.
