     Requires Governor's annual budget message to include description and fiscal analyses of recommendations to raise State revenue estimated at $1 million or more.

An Act requiring the Governor's annual budget message to include a description and fiscal analyses of recommendations to raise State revenue estimated at $1 million or more, amending section 12 of article 3 of P.L.1944, c.112 (C.52:27B-21)

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    Section 12 of article 3 of P.L.1944, c.112 (C.52:27B-21) is amended to read as follows:

     12.  [The] If the Governor [may recommend] recommends in connection with [his] the Governor's budget message [and under separate head] presented to the Legislature, or any revision by the Governor to such recommendations, new or additional sources of revenue that may each raise $1,000,000 or more in State funds, the new or additional sources of revenue shall be separately identified and the budget message shall include a full and detailed fiscal analysis of the new or additional sources of revenue, and [set forth in connection therewith his recommendations as to] the purpose or purposes to which [such] that proposed new or additional revenue may be appropriated.  [The total] Each of the  [recommendations] new or additional sources of revenue recommended in the budget message, or any revision by the Governor thereto, shall [not be in excess of the] include an estimate of [all] these funds anticipated to be available as a State resource or for disbursement during the fiscal year to which such recommendations are applicable.

     2.    This act shall take effect immediately.

 

 

STATEMENT

 

     This bill requires the annual budget message presented by the Governor to the Legislature include recommendations by the Governor for any new or additional sources of revenue that may each raise $1,000,000 or more in State funds.  Each recommendation shall be separately identified and the budget message shall include a full and detailed fiscal analysis of the new or additional sources of revenue, and an estimate of the funds anticipated to be available as a State resource or for appropriation during the fiscal year.  This disclosure requirement shall also be included in any revisions the Governor makes to the budget message.  This bill seeks to avoid any delay in disclosure, and less than full, detailed fiscal analyses by the Governor, of new or additional sources of revenue proposed.  Any delay or less than full fiscal evaluation of the Governor's recommendations does not serve to further the exercise of the cooperative responsibilities shared by both the Executive and Legislative branches in enacting an annual balanced State budget.
