SYNOPSIS

     Requires DOH to establish Zika Virus State Action Plan.

An Act concerning Zika virus and supplementing Title 26 of the Revised Statutes.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    a. The Department of Health shall develop a Zika Virus State Action Plan to reduce the impact of infection from the Zika virus on residents of New Jersey.  The plan, at a minimum, shall:

     (1)   identify protocols for limiting the spread of the Zika virus which shall include, but not be limited to, emptying standing water in target areas where mosquitoes breed;

     (2)   provide for the trapping and testing of mosquitoes in an area where the Zika virus is suspected to have been transmitted;

     (3)   include an eradication plan to target an area that has been affected by the transmission of the Zika virus; and

     (4)   provide for upgrading or increasing the Public Health Laboratory Services in the department, as necessary, to be able to obtain prompt results following testing for the Zika virus.

     b.    The department shall coordinate implementation of the plan with such other State and local entities as the Commissioner of Health deems necessary, and take such other action as the commissioner deems necessary to reduce the impact of infection from the Zika virus on residents of New Jersey.

 

     2.    This act shall take effect immediately.

 

 

STATEMENT

 

     This bill requires the Department of Health (DOH) to develop a Zika Virus State Action Plan to reduce the impact of infection from the virus on residents of New Jersey. At a minimum, the plan is to: identify protocols for limiting the spread of the Zika virus which will include, but not be limited to, emptying standing water in target areas where mosquitoes breed; provide for the trapping and testing of mosquitoes in an area where the virus is suspected to have been transmitted; include an eradication plan to target an area that has been affected by the transmission of the virus; and provide for upgrading or increasing the Public Health Laboratory Services in DOH, as necessary, to be able to obtain prompt results following testing for the virus.

     The bill requires DOH to coordinate implementation of the plan with other State and local entities, and take such other action as the Commissioner of Health deems necessary to reduce the impact of Zika virus in New Jersey.
