SYNOPSIS

     Provides for issuance of New Jersey Homeland Security Medals; appropriates $5,000.

An Act concerning the issuance of New Jersey Homeland Security Medals and making an appropriation.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.  The Legislature finds and declares:

     a.  September 11, 2001 marked a turning point in this nation's history; and

     b.  That event put members of the United States Armed Forces Reserves and New Jersey National Guard in the front line of the fight to preserve, protect and defend this State and this nation; and

     c.  Homeland security is now a paramount issue and concern for all New Jersey residents; and

     d.  It is fitting and proper for this State to recognize and honor its members of the United States Armed Forces Reserves and New Jersey National Guard who have served since September 11, 2001 in Homeland Security efforts.

 

     2.  a.  The Adjutant General is hereby authorized to issue a medal to honor those who have served in protecting and defending New Jersey Homeland Security.  The medal shall be issued to all residents of the State who, on or after September 11, 2001, have served as a member of the United States Armed Forces Reserves or New Jersey National Guard in a Homeland Security capacity.

     b.  The surviving spouse of any resident of the State who meets  the requirement for a medal established by subsection a. of this section and who was killed while engaged in Homeland Security efforts shall be entitled to receive the medal.

     c.  The Adjutant General shall select an appropriate design for the award no later than four months after the effective date of  this act and shall issue the award to qualified persons beginning no later than eight months following enactment.

     d.  No person shall be entitled to more than one medal.

 

     3.  There is appropriated $5,000 to the Department of Military and Veterans' Affairs from the General Fund to effectuate the purposes of this act.

 

     4.  This act shall take effect immediately.

 

 

STATEMENT

 

     This bill authorizes the Adjutant General to issue a medal to honor those who have served in protecting and defending New Jersey Homeland Security.  The medal will be issued to all residents of the State who, on or after September 11, 2001, have served as a member of the United States Armed Forces Reserves or New Jersey National Guard in a Homeland Security capacity.
