SYNOPSIS

     "The Truth In Tolling Act"; requires New Jersey Turnpike Authority and South Jersey Transportation Authority to display toll amount paid when EZ-Pass user passes through toll collection point.

     As reported by the Assembly Transportation, Public Works and Independent Authorities Committee on June 10, 2013, with amendments.

  

An Act requiring toll road authorities to display the toll amount paid in EZ-Pass toll lanes, and supplementing P.L.1948, c.454 (C.27:23-1 et seq.) and P.L.1991, c.252 (C.27:25A-1 et seq.).

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    ¹[This section and sections 2 and 3]  Sections 1 and 2¹ of ¹[this act] P.L.    , c.    (C.        ) (pending before the Legislature as this bill)¹ shall be known and may be cited as ¹[the "Truth In Turnpike and Parkway Tolling Act."] "The Truth in the New Jersey Turnpike and the Garden State Parkway Tolling Act."¹

 

     2.    Notwithstanding any law, rule, or regulation to the contrary, the New Jersey Turnpike Authority shall ¹[install] make visible on¹ an electronic display at the collection points on every EZ-Pass toll lane of the New Jersey Turnpike and the Garden State Parkway ¹[to show]¹ the toll amount paid by ¹an¹ EZ-Pass ¹[users] user¹ when ¹[they pass] passing¹ through ¹[the] a¹ collection point; provided, however, that this requirement shall not apply to points at which tolls are collected for passage over bridges, through tunnels, or through high speed gantries.

 

     ¹[3. The New Jersey Turnpike Authority shall determine the type of technology best suited for the displays, in addition to determining the cost for the installation of the chosen displays.]¹

 

     ¹[4.  This section and sections 5 and 6] 3.  Sections 3 and 4¹ of ¹[this act] P.L.    , c.    (C.        ) (pending before the Legislature as this bill)¹ shall be known and may be cited as ¹[the "Truth in Expressway Tolling Act."] "The Truth in the Atlantic City Expressway Tolling Act."¹

 

     ¹[5.] 4.¹  Notwithstanding any law, rule, or regulation to the contrary, the South Jersey Transportation Authority shall ¹[install] make visible on¹ an electronic display at the collection points on every EZ-Pass toll lane of the Atlantic City Expressway ¹[to show]¹ the toll amount paid by ¹an¹ EZ-Pass ¹[users] user¹ when ¹[they pass] passing¹ through ¹[the] a¹ collection point; provided, however, that this requirement shall not apply to points at which tolls are collected for passage over bridges, through tunnels, or through high speed gantries.

¹[ 6.    The South Jersey Transportation Authority shall determine the type of technology best suited for the displays, in addition to determining the cost for the installation of the chosen displays.]¹

 

     ¹[7.] 5.¹  This act shall take effect immediately, but the provisions of P.L.    , c.   (C.      ) (pending before the Legislature as this bill) shall not be construed as affecting terms of any contract or agreement in effect as of the effective date of this act.
