A Supplement to the Fiscal Year 2021 appropriations act, P.L.2020, c.97.
Be It Enacted by the Senate and the General Assembly of the State of New Jersey:
1. In addition to the amounts appropriated under P.L.2020, c.97, there is appropriated out of the General Fund the following sum for the purpose specified:

The amount appropriated herein for the Minorities in Police (MIP) Grant Program shall provide funding for the purpose of recruiting qualified minority law enforcement candidates to enter New Jersey law enforcement training academies. Any unexpended balance at the end of the 2021 fiscal year is to be carried forward and appropriated for the same purpose.
2. This act shall take effect immediately.
STATEMENT
This bill appropriates $1,250,000 in Grants-in-Aid to fund a new program in the Department of Law and Public Safety, the Minorities in Police (MIP) Grant Program.
The bill establishes the MIP grant program for the sole purpose of recruiting qualified minority law enforcement candidates into New Jersey law enforcement training academies and is a commitment to New Jersey's diversity and community policing efforts.
It is the sponsor's intent that the appropriation of $1,250,000 from the General Fund would further the expressed goal of recruiting 5,000 minority uniformed law enforcement officers Statewide. The MIP grant program would provide $250 to anyone who recruits a minority local law enforcement candidate who applies, is accepted, and enters a county or municipal law enforcement training academy. The bill provides that any unexpended balance at the end of the 2021 fiscal year is to be carried forward and appropriated for the same purpose.
