STATEMENT

This bill authorizes the Director of the Division of Alcoholic Beverage Control to issue in any one calendar year 50 temporary permits, commonly known as social affair permits, which authorize

the sale of alcoholic beverages by a civic, religious, educational, veterans, or other organization for consumption on a designated premises.  The social affair permit allows an organization operating solely for civic, religious, educational, charitable, fraternal, social or recreational purposes, and not for private gain, to serve alcoholic beverages at a fund-raising event.

Current law provides for the issuance of 25 of these temporary permits for any one premises or location in one calendar year.  Under N.J.A.C.13:2-5.1, only 12 of these daily permits are to be issued to any one organization in a calendar year.  Therefore, a facility may be used for up to 12 events per year by the "home" organization and up to 25 events in total per year including events held by other organizations.

This bill increases the number of permits the director may issue for each premises, from 25 to 50.  This bill does not change the existing fee for this temporary one-day permit, which is $100 for a civic, religious, educational or veterans organization and $150 for any other organization.
