     Provides that the State Board of Examiners may not charge a fee for the issuance of credentials required to serve as a substitute school nurse.

An Act concerning substitute school nurses and amending N.J.S.18A:6-38.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    N.J.S.18A:6-38 is amended to read as follows:

     18A:6-38.  The board shall issue appropriate certificates to teach or to administer, direct or supervise the teaching, instruction or educational guidance of, or to render or administer, direct or supervise the rendering of nursing service to, pupils in public schools operated by boards of education and such other certificates as it shall be authorized to issue by law based upon certified scholastic records or upon examinations, or both, and such credentials as may be required to serve as a substitute teacher or a substitute school nurse, and may revoke the same under rules and regulations prescribed by the State board.  A fee of not less than $20.00 shall be charged for the issuance of every certificate and credential as prescribed by such rules and regulations; except that no fee shall be charged for credentials as may be required to serve as a substitute school nurse.

     2.    This act shall take effect immediately.

 

 

STATEMENT

 

     Under current law, the State Board of Examiners is authorized to assess a fee for the issuance of teaching and other certificates and credentials that are required for one to work in the public schools of the State as prescribed by rules and regulations of the State Board of Education.  This bill provides that the State Board of Examiners may not charge a fee for the issuance of credentials required for one to serve as a substitute school nurse in a public school. 

     Under State Board of Education regulation N.J.A.C.6A:9-6.5(i), a substitute school nurse is required to hold a license from the State Board of Nursing as a registered professional nurse and must pay the requisite fee to receive this license.  This bill serves to prevent substitute school nurses from having to pay an additional fee for the issuance of the credential required to serve as a substitute school nurse in a public school.
