SYNOPSIS
Requires State Comptroller to review, and make recommendations for improvement of, the procurement process of the State, public institutions of higher education, independent State authorities, units of local government, and boards of education.

An Act requiring the State Comptroller to review and make recommendations for the improvement of the procurement process of the State, public institutions of higher education, independent State authorities, units of local government, and boards of education, supplementing P.L.2007, c.52 (C.52:15C-1 et seq.).
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. a. In addition to any other duties and responsibilities prescribed by P.L.2007, c.52 (C.52:15C-1 et seq.), the State Comptroller shall conduct a review of the laws and regulations, practices and procedures governing the procurement process undertaken by the Executive branch of State government and by entities exercising executive branch authority, public institutions of higher education, independent State authorities, units of local government, and boards of education for purposes of making or entering into contracts, purchases, or agreements for the provision of goods or the performance of services.
b. The State Comptroller shall make a report regarding the review required to be conducted pursuant to subsection a. of this section, which report shall, at a minimum, detail the approach utilized by the State Comptroller to review the laws and regulations, practices and procedures governing the procurement process, and enumerate any findings or recommendations that the State Comptroller considers will improve the efficiency, transparency, or accountability of the process undertaken by the Executive branch of State government and by entities exercising executive branch authority, public institutions of higher education, independent State authorities, units of local government, and boards of education.
c. The State Comptroller shall file the report required to be made pursuant to subsection b. of this section with the Governor and, in accordance with section 2 of P.L.1991, c.164 (C.52:14-19.1), with the Legislature on or before the date the Governor's annual budget message is presented to the Legislature, pursuant to section 11 of P.L.1944, c.112 (C.52:27B-20), for State fiscal year 2016.
2. This act shall take effect immediately.
STATEMENT
This bill requires the State Comptroller to review, and make recommendations to improve, the procurement process of the State, public institutions of higher education, independent State authorities, units of local government, and boards of education.
Under the bill, the State Comptroller is required to conduct a review of the various laws and regulations, practices and procedures governing the procurement process undertaken by the Executive branch of State government and by entities exercising executive branch authority, public institutions of higher education, independent State authorities, units of local government, and boards of education for purposes of making or entering into contracts, purchases, or agreements for the provision of goods or the performance of services.
The bill requires the State Comptroller to make a report regarding the review. The bill provides that the report must, at a minimum, detail the approach utilized by the State Comptroller in reviewing the laws and regulations, practices and procedures governing the procurement process, and enumerate any findings or recommendations that the State Comptroller considers will improve the efficiency, transparency, or accountability of the process undertaken by the Executive branch of State government and by entities exercising executive branch authority, public institutions of higher education, independent State authorities, units of local government, and boards of education.
The bill requires the report, including any findings and recommendations made by the State Comptroller, to be filed with the Governor and the Legislature on or before the date the Governor's annual budget message is presented to the Legislature for State fiscal year 2016.
The bill takes effect immediately upon enactment.
