     Appropriates $3.963 million from General Fund to DOE for nonpublic nursing services aid.

A Supplement to "An Act making appropriations for the support of the State Government and the several public purposes for the fiscal year ending June 30, 2012 and regulating the disbursement thereof," approved June 30, 2011 (P.L.2011, c.85).

 

     Be It Enacted by the Senate and the General Assembly of the State of New Jersey:

 

     1.    In addition to the amounts appropriated under P.L.2011, c.85, there is appropriated out of the General Fund the following sum for the purpose specified:

     2.    This act shall take effect immediately.

 

 

STATEMENT

 

     This bill provides a supplemental appropriation of $3.963 million from the General Fund to the Department of Education for nonpublic nursing services aid.  When combined with the funding included in the Appropriations Act as enacted, the State would provide $90 per pupil for nonpublic nursing services.

     The supplemental appropriation would increase the per pupil funding to a level approximately consistent with the provisions of N.J.S.18A:43-31.  Under this section of law, the per pupil aid amount was set at $61.44 for the 1997-1998 school year, and was to be increased by the CPI in each subsequent year.  However, the amount appropriated in the 2011-2012 school year only provides $65.56 per pupil for nonpublic nursing services aid.  This represents a 6.7 percent increase in per pupil funding.  In contrast, the CPI has increased by nearly 42 percent during the same timeframe.
