SYNOPSIS
Requires the Board of Public Utilities in the Department of the Treasury to administer certain federal energy assistance programs.

An Act concerning the administration of certain federal energy assistance programs.
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. a. Notwithstanding any interdepartmental agreement to the contrary, on or after the effective date of P.L. , c. (pending before the Legislature as this bill), the State agency designated to administer the following federal programs is the Board of Public Utilities in the Department of the Treasury:
(1) the federal weatherization assistance program (WAP) of the Department of Energy;
(2) the federal Low Income Home Energy Assistance Program (LIHEAP) of the Department of Health and Human Services; and
(3) the federal universal service fund program of the Federal Communications Commission (FCC).
b. The Board of Public Utilities shall not enter into an agreement with any other entity or State agency to administer the programs listed in subsection a. of this section in its stead, and any such agreement in force upon the effective date of this act shall be null and void.
2. This act shall take effect on the first day of the second month next following enactment.
STATEMENT
This bill would require that the Board of Public Utilities in the Department of the Treasury be the State agency designated to administer the federal weatherization assistance program (WAP), the federal Low Income Home Energy Assistance Program (LIHEAP), and the federal universal service fund program of the Federal Communications Commission (FCC).
The bill also requires that the Board of Public Utilities shall not enter into an agreement with any other entity or State agency to administer those programs in its stead, and any such agreement in force upon the effective date of the bill shall be null and void.
