SYNOPSIS
Requires certain retailers to provide notice of FAA safety guidelines for flying drones to consumers.

An Act concerning unmanned 1[aerial vehicles] aircraft systems1 and supplementing Title 6 of the Revised Statutes.
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. a. As used in this section:
1["Unmanned aerial vehicle means an aerial vehicle that uses aerodynamic forces to propel the vehicle and does not carry a human operator, and which is capable of flying autonomously or being piloted remotely and conducting surveillance as defined in this section.
"Surveillance" means the act of monitoring, observing, photographing, or recording]
"Operate" shall have the same meaning as defined in section 1 of P.L.2017, c.315 (C.2C:40-27).
"Unmanned aircraft" shall have the same meaning as defined in section 1 of P.L.2017, c.315 (C.2C:40-27).
"Unmanned aircraft system" shall have the same meaning as defined in section 1 of P.L.2017, c.315 (C.2C:40-27) 1.
b. A person regularly engaged in the business of selling unmanned 1[aerial vehicle] aircraft systems1 shall post a sign at the point where the sales transaction is completed and shall provide every purchaser of an unmanned 1[aerial vehicle] aircraft system1 with a written notice containing the Federal Aviation Administration safety guidelines for flying a model aircraft.
c. The Department of Transportation shall prepare a sign and a notice containing the information required pursuant to subsection b. of this section and shall make the sign and notice available on the department's Internet website.
2. This act shall take effect on the first day of the seventh month after enactment, but the Commissioner of Transportation may take such administrative action in advance of the effective date as may be necessary.
