SYNOPSIS
Makes FY 2018 supplemental appropriation of $165,950,000 from the revenues and other funds of NJ Transportation Trust Fund Authority.

A Supplement to "An Act making appropriations for the support of the State Government and the several public purposes for the fiscal year ending June 30, 2018 and regulating the disbursement thereof," approved July 4, 2017 (P.L.2017, c.99).
Be It Enacted by the Senate and the General Assembly of the State of New Jersey:
1. Notwithstanding the provisions of P.L.1984, c.73 (C27:1B-1 et al.), or any other law or regulation to the contrary, in addition to the amounts appropriated under P.L.2017, c.99, the annual appropriations act for fiscal year 2018, there is appropriated the sum of $100,450,000 from the revenues and other funds of the New Jersey Transportation Trust Fund Authority, and from the amounts on deposit in the Transportation Trust Fund Subaccount for Capital Reserves, for capital purposes as follows:

3. This act shall take effect immediately.
STATEMENT
This bill appropriates a total of $165,950,000 from the revenues and other funds of the New Jersey Transportation Trust Fund Authority (TTFA), of which $100,450,000 is comprised of road and bridge projects, and $65,500,000 is comprised of transit projects.
This supplemental appropriation increases the size of the FY 2018 capital program from $2 billion for FY 2018 to $2.166 billion. The TTFA primarily derives its funds from bonds that it issues and from constitutionally and statutorily dedicated sources of revenue, including the Motor Fuels Tax, Petroleum Products Gross Receipts Tax, and Sales and Use Tax. These dedicated revenues are required to be used for the purposes of paying or financing the cost of the planning, acquisition, engineering, construction, reconstruction, repair and rehabilitation of the transportation system in this State. It is intended that all of the transportation capital projects included in this supplemental appropriation conform to this requirement.
