SYNOPSIS

     Requires PANYNJ to evaluate certain land holdings to determine if proposed use is consistent with core mission.

An Act concerning certain Port Authority of New York and New Jersey land holdings and supplementing Title 32 of the Revised Statutes.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    a.  Within 30 days of the effective date of P.L.    , c.    (C.   ):

     (1)  the Port Authority of New York and New Jersey shall inventory all parcels of land owned by the Port Authority but not currently: utilized in the movement of cargo; related to the movement of passengers and vehicles; or necessary for the operation of any Port Authority project or facility; and 

     (2)  The Executive Director and Chairman of the Board of Commissioners of the Port Authority of New York and New Jersey shall certify in writing whether the proposed use of each parcel of land included in the inventory prepared pursuant to paragraph (1) of this subsection is consistent with the Port Authority's core mission.

     b.    The inventory and certifications required pursuant to this section shall be made available on the Port Authority's Internet website and provided in writing to:

     (1)   the Governor of New York;

     (2)   the Governor of New Jersey;

     (3)   the New York State legislature; and

     (4)   pursuant to section 2 of P.L.1991, c.164 (C.52:14-19.1), to the New Jersey Legislature.

 

     2.    This act shall take effect upon the enactment into law by the State of New York of legislation having an identical effect with this act, but if the State of New York has already enacted such legislation, this act shall take effect immediately.

 

 

STATEMENT

 

     This bill requires the Port Authority of New York and New Jersey (Port Authority) to inventory all parcels of land owned by the Port Authority but not currently: utilized in the movement of cargo; related to the movement of passengers and vehicles; or necessary for the operation of any Port Authority project or facility within 30 days.

     The Executive Director and Chairman of the Board of Commissioners of the Port Authority are required to certify in writing whether the proposed use of each parcel of land included in the inventory is consistent with the Port Authority's core mission.

     The required inventory and parcel certifications are to be made available on the Port Authority's Internet website and provided in writing to the Governors and the Legislatures of New York and New Jersey.

     The enactment by New York of substantially similar legislation is required before the bill's provisions would become effective.
