An Act concerning the operations of the Port Authority of New York and New Jersey and supplementing Title 32 of the Revised Statutes.
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. a. The Port Authority of New York and New Jersey shall annually review its operations to determine whether Port Authority costs and expenses can be reduced by entering into agreements with private entities to conduct certain Port Authority operations or provide services on behalf of the Port Authority, as identified in the Port Authority's review. The Port Authority shall prioritize the area of review as follows: (1) any operation where expenses normally exceed revenues; (2) any operation where expenses normally meet revenues; and (3) any operation where revenues normally exceed expenses.
b. The Port Authority shall report the findings of its review, pursuant to subsection a. of this section, not later than 12 months following the effective date of P.L. , c. (C. ) (pending before the Legislature as this bill), and then annually thereafter, to the Governor and, pursuant to section 2 of P.L.1991, c.164 (C.52:14-19.1), to the Legislature.
2. This act shall take effect upon the enactment into law by the State of New York of legislation having an identical effect with this act, but if the State of New York has already enacted such legislation, this act shall take effect immediately.
STATEMENT
This bill requires the Port Authority of New York and New Jersey (port authority) to annually review its operations to determine whether port authority costs and expenses can be reduced by entering into agreements with private entities to conduct certain port authority operations or provide services on behalf of the port authority, as identified in its review. The port authority is to prioritize the area of review as follows: 1) any operation where expenses normally exceed revenues; 2) any operation where expenses normally meet revenues; and 3) any operation where revenues normally exceed expenses.
The port authority is to report to the Governor and to the Legislature the findings of its review not later than 12 months following the effective date of the bill and then annually thereafter.
The bill is to take effect when New Jersey and New York have enacted substantively identical legislation.
