     Designates portion of State Highway Route 37 as "Denis Miranda Memorial Highway."

An Act designating the portion of State Highway Route 37 between the Township of Toms River and the Borough of Seaside Heights in Ocean County as the "Denis Miranda Memorial Highway."

 

Whereas, United States Navy Special Warfare Operator 3rd Class (SEAL) Denis C. Miranda, graduated from Toms River High School East in 2003; and

Whereas, Petty Officer Miranda enlisted in the United States Navy in September 2003 and attended aviation technical training before being assigned to Patrol Squadron 8 in Jacksonville, Florida; and

Whereas, In 2008, after successfully completing Basic Underwater Demolition/SEAL training in Coronado, California, Petty Officer Miranda reported to the Naval Amphibious Base, Little Creek, in Norfolk, Virginia; and

Whereas, On September 21, 2010, Petty Officer Miranda tragically lost his life in a helicopter crash in Zabul, Afghanistan, while supporting Operation Enduring Freedom; and

Whereas, Petty Officer Miranda was an ambitious, generous, and courageous young man who loved his country and the military; and

Whereas, Petty Officer Miranda was a loving son and brother, whose memory lives in the hearts of his family, friends, and fellow service members; and

Whereas, It is altogether fitting and proper that the State of New Jersey recognize Petty Officer Miranda's patriotism and dedicated service to his country by designating a portion of State Highway Route 37 between the Township of Toms River and the Borough of Seaside Heights as the "Denis Miranda Memorial Highway"; now, therefore,

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    The Commissioner of Transportation shall designate the portion of State Highway Route 37 from County Route 571 in the Township of Toms River to the Route 37 terminus in the Borough of Seaside Heights in Ocean County as the "Denis Miranda Memorial Highway."

 

     2.    No State or other public funds shall be used for producing, purchasing, erecting, or maintaining signs bearing the designation established pursuant to section 1 of this act.  The Commissioner of Transportation is authorized to receive gifts, grants or other financial assistance from private sources for the purpose of funding or reimbursing the Department of Transportation for the costs associated with producing, purchasing, erecting, and maintaining signs bearing the designation established pursuant to section 1 of this act and entering into agreements related thereto, with such private sources, including but not limited to non-governmental non-profit, educational or charitable entities or institutions.  No work shall proceed, and no funding shall be accepted by the Department of Transportation until an agreement has been reached with a responsible party for paying the costs associated with producing, purchasing, erecting and maintaining the signs.

 

     3.    This act shall take effect immediately.
