SYNOPSIS
Permits certain holders of permits to carry a handgun to carry another licensee's handgun.

An Act concerning firearms and supplementing Title 2C of the New Jersey Statutes.
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. A husband and wife, or partners in a civil union, who each are the holders of a permit to carry a handgun issued pursuant to N.J.S.2C:58-4 may individually apply to the superintendent for an endorsement to their permit authorizing them to carry, in addition to the handgun they are authorized to carry under their permit, their spouse or partner's handgun. The application for this endorsement shall be in a manner and form prescribed by the superintendent and shall include, but not be limited to, the make, model, manufacturer's number, caliber, and other marks of identification on the spouse or partner's handgun the applicant is applying to carry; and satisfactory proof that the applicant is thoroughly familiar with the safe handling and use of the spouse or partner's handgun. An endorsement issued pursuant to this section shall be valid until the expiration of the two year term of the applicant's permit and thereafter may be renewed in the same manner and subject to the same conditions as in the case of the original application.
The superintendent may charge a fee, not to exceed $10, to each applicant to cover the application and issuing costs associated with the endorsement authorized under this section.
2. This act shall take effect on the first day of the fourth month following enactment.
STATEMENT
This bill would permit married couples, and partners in civil unions, who are both authorized to carry a handgun to individually apply for permission to carry each other's handgun.
Permits to carry are handgun specific; they authorize the permit holder to carry only one particular handgun. This bill would permit married couples, and partners in civil unions, to apply to the Superintendent of State Police for an endorsement to their permit to carry that would authorize them to also carry the handgun that their spouse or partner is authorized to carry. These endorsements would be valid only during the two year term of the applicant's permit to carry and would have to be renewed when the applicant applies for a new permit to carry.
