SYNOPSIS
Requires parents of children receiving subsidized child care services or enrolled in preschool to complete nutrition education classes.

An Act concerning nutrition education and supplementing P.L.1993, c.46 (C.30:5B-30 et seq.).
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. a. Notwithstanding any law to the contrary, a parent whose child is receiving subsidized child care services in accordance with N.J.A.C.10:15-1.1 or is enrolled in full day preschool in accordance with section 12 of P.L.2007, c.260 (C.18A:7F-54) shall successfully complete a nutrition education course approved by the Commissioner of Children and Families. The purpose of the course shall be to educate families about good nutrition and encourage healthy eating habits in children.
b. The course shall:
(1) provide information on the relationship between nutrition, physical activity, and health, with an emphasis on the nutritional needs of infants and children under the age of five; and
(2) assist parents who are at nutritional risk in achieving positive changes in dietary and physical activity habits to prevent nutrition-related health problems.
c. The parent shall satisfactorily complete the nutrition education course within one year from the date the child begins to receive subsidized child care services or is enrolled in preschool. Upon completion of the course, the parent shall receive a certificate issued by the commissioner.
2. The Commissioner of Children and Families, in consultation with the Commissioner of Education, pursuant to the "Administrative Procedure Act," P.L.1968, c.410 (C.52:14B-1 et seq.), shall adopt rules and regulations necessary to effectuate the purposes of this act.
3. This act shall take effect on the first day of the third month next following enactment.
STATEMENT
This bill requires that a parent of a child receiving subsidized child care services in accordance with N.J.A.C.10:15-1.1 or enrolled in full-day preschool in accordance with section 12 of P.L.2007, c.260 (C.18A:7F-54) successfully complete a nutrition education course approved by the Commissioner of Children and Families. The purpose of the course would be to educate families about good nutrition and encourage healthy eating habits in children.
The course would: provide information on the relationship between nutrition, physical activity, and health, with an emphasis on the nutritional needs of infants and children under the age of five; and assist parents who are at nutritional risk in achieving positive changes in dietary and physical activity habits to prevent nutrition-related health problems.
The parent would be required to satisfactorily complete the course within one year from the date the child begins receiving subsidized child care services or is enrolled in preschool. Once the course is completed, the parent would receive a certificate from the commissioner.
