     Provides for $5 million rebate program for purchase and installation of residential compressed natural gas vehicle fueling stations and electric vehicle charging stations using funds from societal benefits charge.

An Act providing for the allocation of $5 million from societal benefits charge revenues for rebates for the purchase and installation of residential compressed natural gas vehicle fueling stations and electric vehicle charging stations.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    For the purposes of this act:

     "Charging station" means an electric recharging point complete with electric vehicle supply equipment that is capable of providing level 2 charging for plug-in electric motor vehicles.

     "Electric vehicle supply equipment" means the conductors, including the underground, grounded, and equipment grounding conductors, and the electric vehicle connectors, attachment plugs, and all other fittings, devices, power outlets, or apparatuses that are installed specifically for the purpose of delivering electricity from the premises wiring to a plug-in electric motor vehicle.

     "Level 2 charging" means providing 208-240 volt alternate current electricity to an onboard charger of a plug-in electric motor vehicle in a single phase with a maximum current specified at 32 continuous amps with a branch circuit breaker rated at 40 amps and the maximum continuous input power is specified as 7.68 kilowatts.

     "Plug-in electric motor vehicle" means a motor vehicle that is propelled to a significant extent by an electric motor which draws electricity from a battery that is capable of being recharged from an external source of electricity.

 

     2.    Notwithstanding any provisions of section 12 of P.L.1999, c.23 (C.48:3-60) to the contrary, or any rule, regulation, or order adopted pursuant thereto, in the fiscal year commencing July 1, following the date of enactment of this act, the Board of Public Utilities shall, from available balances accumulated in accounts of the board from funds collected through the societal benefits charge imposed pursuant to that section, allocate $5 million to fund the payment of rebates to pay the purchase and installation costs of new residential compressed natural gas fueling stations for compressed natural gas motor vehicles and new residential charging stations for plug-in electric motor vehicles.  This rebate program shall be administered by the board or an organization designated by the board with experience administering comparable rebate programs.

 

     3.    Within 90 days after the end of each fiscal year in which the board has not fully disbursed the rebate monies and within one year after the board shall have completed the disbursement of rebate monies, the board shall issue a report to the Legislature, pursuant to section 2 of P.L.1991, c.164 (C.52:14-19.1), which provides the number of applicants applying for new residential compressed natural gas fueling station rebates or new residential charging station rebates, the number of applicants receiving rebates, the average rebate amount awarded, the methods and procedures used to determine rebate recipients, and any other information the board deems relevant in describing and evaluating the rebate program.

    

     4.    The Board of Public Utilities shall apply to the United States Department of Energy, or any other federal agency as appropriate or available, and shall solicit partner matches for the purposes of increasing the number of installed residential compressed natural gas motor vehicle fueling stations or residential plug-in electric motor vehicle charging stations.

 

     5.    This act shall take effect on July 1st next following the date of enactment of this act and shall expire on the 30th day following submission to the Legislature of the final report required pursuant to section 3 of this act.

 

 

STATEMENT

 

     This bill requires the Board of Public Utilities (BPU) to allocate $5 million from the societal benefits charge revenues to be used to fund a rebate program to support the installation of new residential compressed natural gas vehicle fueling stations for compressed natural gas motor vehicles and charging stations for plug-in electric motor vehicles.  The rebate program would be administered by the BPU or an organization designated by the BPU with experience running similar rebate programs.

     Under the bill, the BPU would be required to make annual reports to the Legislature, and a final report once the full $5 million has been disbursed, on the number of applicants applying for rebates, the number of applicants receiving rebates, the average rebate amount provided, the methods and procedures used to determine rebate recipients, and any other information the BPU deems relevant in describing and evaluating the rebate program.

     The bill would also require the BPU to apply to the United States Department of Energy, or any other federal agency as appropriate or available, and solicit partner matches for the purposes of increasing the number of installed residential compressed natural gas motor vehicle fueling stations or residential plug-in electric motor vehicle charging stations.
