STATEMENT

This bill supplements the Fiscal Year 2014 Annual Appropriations Act in providing $7,453,000 from the General Fund for Family Planning Services grants, through the Department of Health.  Appropriations for these grants were eliminated in Fiscal Year 2011, and have not been reinstated since that time.  The elimination of this funding has resulted in both the closing of facilities that provide family planning services and a reduction in the availability of such services.  The bill specifies that the funding may not be used for abortion procedures.
