SYNOPSIS
Creates pilot program to allow wagering on horse races by means of certain patron-operated terminals.

An Act creating a pilot program to allow wagering on horse races by means of certain patron-operated terminals.
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. The New Jersey Racing Commission shall establish a two-year pilot program which allows one or more permitholders selected by the commission to place patron-operated video terminals, that enable patrons to wager on simulcast running and harness horse-races taking place at New Jersey and other racetracks, at up to three establishments in Monmouth County that are licensed to sell alcoholic beverages for on-premises consumption. Wagers placed using these terminals and the patrons placing them shall be treated for all purposes as if the wagers were placed at the permitholder's track. The commission shall establish standards for all equipment used and necessary security measures. The commission shall prescribe measures to prevent persons under the age of 18 from placing wagers. Not later than 90 days following the completion of this two-year pilot program, the commission shall issue a report to the Governor and the Legislature evaluating the program and containing the commission's recommendations as to whether or not the program should be made permanent and expanded to additional establishments or different parts of the State.
2. This act shall take effect immediately and expire upon the submission of the commission's report.
STATEMENT
