Provides New Jersey certification as a school administrator or principal to any applicant with similar certification in another State.

An Act concerning the certification of certain teaching staff members and supplementing chapter 26 of Title 18A of the New Jersey Statutes.
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. a. The State Board of Examiners shall issue a certificate to any applicant for certification as a school administrator or principal if the applicant holds a certificate as an administrator or principal in another state and has satisfactory employment experience in the position for which he is certified in the public schools of that state.
b. The State Board of Education shall establish the number of years of employment experience required for certification pursuant to the provisions of this section.
2. This act shall take effect immediately.
STATEMENT
This bill provides that the State Board of Examiners shall issue a certificate to any applicant for certification as a school administrator or principal if the applicant is certified as an administrator or principal in another state and has satisfactory employment experience in the position for which he is certified in the public schools of that state. The bill authorizes the State Board of Education to establish the number of years of employment experience required for certification pursuant to the bill's provisions.
Over the past several years there have been a number of instances in which public school districts have been unable to employ school administrators and principals who have outstanding records in these positions in the public schools of other states. This inability to hire these job candidates has been due to the fact that their degrees or educational experience were not in conformance with State Board of Education regulations and therefore these candidates would have been required to complete additional course work in order to gain New Jersey certification. This bill will ensure that New Jersey is able to take advantage of the services of school administrators and principals who have documented records of experience.
