SYNOPSIS
Repeals laws regulating campaign finance and lobbying; abolishes ELEC.

An Act repealing the laws that regulate campaign contributions and lobbying and abolishing the Election Law Enforcement Commission, and repealing various parts of the statutory law.
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. The following are repealed:

2. a. The Election Law Enforcement Commission, established pursuant to section 5 of P.L.1973, c.83 (C.19:44A-6), is abolished. The position of executive director of the commission and all staff positions within the commission are terminated. The responsibility for all cases pending on the effective date of P.L. , c. (pending before the Legislature as this bill) in which the commission is a party, shall be assumed by the Office of the Attorney General. The abolishment of the commission and any required transfers required pursuant to this Section shall be subject to the provisions of the "State Agency Transfer Act," P.L.1971, c.375 (C.52:14D-1 et seq.).
b. Acts and parts of acts inconsistent with any of the provisions of this act are, to the extent of such inconsistency, superseded and repealed.
3. This act shall take effect on the 180th day next following the date of enactment.
STATEMENT
The purpose of this bill is to repeal current laws on campaign finance and lobbying, and abolish the Election Law Enforcement Commission.
If this bill becomes law, all limitation on contributions to candidates and committees would be abolished, and the reporting of all campaign contributions received thereby would end. The bill also ends all restrictions and reporting requirements on lobbyists and governmental affairs agents, and the public financing of gubernatorial campaigns.
Under the bill, the position of executive director of the commission and all staff positions within the commission are terminated. The responsibility for all cases pending on the effective date of the bill, in which the commission is a party, would be assumed by the Office of the Attorney General.
The bill takes effect on the 180th day next following the date of enactment.
