SYNOPSIS
Requires school districts and charter schools to annually report to Commissioner of Education on use of virtual learning options.

An Act concerning the use of virtual learning options by school districts and charter schools and supplementing chapter 35 of Title 18A of the New Jersey Statutes.
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. Each board of education of a school district and board of trustees of a charter school shall annually report to the Commissioner of Education on the use of virtual learning options within the school district or charter school. For each virtual learning option provided in the school district or charter school, the report shall include, but need not be limited to:
a. a description of the virtual learning option detailing its content and how it aligns with the Core Curriculum Content Standards;
b. information on the cost of the virtual learning option;
c. the number of students using the virtual learning option within each school of the district or the charter school;
d. a description of how student progress is monitored and measured, including information on whether the district or charter school monitors each student's log-on activity, time spent online, completed assignments, and online evaluations;
e. a description of how the virtual learning option was selected and how it is being evaluated; and
f. information on any professional development offered to teachers and staff on use of the virtual learning option.
For purposes of this section, "virtual learning option" includes any online program or tool designed to teach an academic curriculum, either in its entirety or as a supplement to traditional classroom-based instruction.
2. The commissioner shall develop and distribute to each school district and charter school a form to be used by the school district or charter school when reporting on the use of virtual learning options pursuant to the provisions of section 1 of this act.
3. This act shall take effect immediately.
STATEMENT
This bill requires each board of education of a school district and board of trustees of a charter school to annually report to the Commissioner of Education on the use of virtual learning options within the school district or charter school. For each virtual learning option provided in the school district or charter school, the report must include:
(1) a description of the virtual learning option;
(2) information on the cost of the virtual learning option;
(3) the number of students using the virtual learning option within each school of the district or charter school;
(4) a description of how student progress is monitored and measured;
(5) a description of how the virtual learning option was selected and how it is being evaluated; and
(6) information on any professional development offered to teachers and staff on use of the virtual learning option.
The bill also requires the commissioner to develop and distribute to each school district and charter school a form to be used by the school district or charter school when reporting on the use of virtual learning options.
