SYNOPSIS
Establishes information sharing protocols in DLPS and promotes public awareness concerning computer crime.

An Act concerning information sharing protocols and promoting public awareness concerning computer crime and supplementing Title 52 of the Revised Statutes.
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. The Attorney General shall establish standard protocols for sharing information within the relevant divisions in the Department of Law and Public Safety and with other appropriate law enforcement and consumer protection agencies in the State to facilitate the dissemination of information concerning computer crime and other illegal activity using or involving computers including, but not limited to, cybercriminal activity, Internet fraud, data security breaches, and identity theft. These protocols shall promote an integrated, cohesive, and coordinated response to protect the citizens of this State against computer crime and other illegal activity using or involving computers. The protocols shall address, but not be limited to, the dissemination to appropriate entities of information received through the 24-hour toll-free hotline telephone service established pursuant to section 3 of P.L.1998, c.134 (C.52:17B-193).
2. The Attorney General shall take appropriate steps to promote public awareness of computer crime and other illegal activity using or involving computers and the resources of the Department of Law and Public Safety available to the public to address these matters, including information concerning the 24-hour toll-free hotline telephone service established pursuant to section 3 of P.L.1998, c.134 (C.52:17B-193) and any other electronic means by which the public may report information concerning computer crime and other illegal activity using or including a computer.
3. This act shall take effect immediately.
STATEMENT
This bill requires the Attorney General to establish standard protocols for sharing information within the relevant divisions in the Department of Law and Public Safety (department) and with other appropriate law enforcement and consumer protection agencies in the State to facilitate the dissemination of information concerning criminal activity and other illegal activity using or involving computers including, but not limited to, cybercriminal activity, Internet fraud, data security breaches, and identity theft. These protocols shall promote an integrated, cohesive, and coordinated response to protect the citizens of this State against computer crime and other illegal activity using or involving computers. The protocols are to address the dissemination to appropriate entities of information received through the 24-hour toll-free hotline telephone service.
This bill also requires the Attorney General to take appropriate steps to promote public awareness of computer crime and other illegal activity using or involving computers and the resources of the department available to the public to address these matters. Specifically, the Attorney General is to promote awareness of a 24-hour toll-free hotline dedicated to reporting suspected computer fraud and other computer crimes, as well as any additional means of reporting them such as by email or via a website.
The goal of this bill is to establish a "one-stop shop" for residents to report suspected computer crime and to ensure that the public is aware of the available means of reporting this information to State law enforcement.
