SYNOPSIS
Appropriates $10,250,780 from 2009 Historic Preservation Fund and 2007 Historic Preservation Fund to provide grants for certain historic preservation projects, and appropriates $600,000 from "2009 Historic Preservation Fund" for associated administrative expenses.

An Act appropriating $10,250,780 from the "2009 Historic Preservation Fund" and the "2007 Historic Preservation Fund" for the purpose of providing grants, as awarded by the New Jersey Historic Trust, for certain historic preservation projects, and appropriating $600,000 from the "2009 Historic Preservation Fund" for associated administrative expenses.
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. a. There is appropriated to the New Jersey Historic Trust the following sums for the purpose of providing capital preservation grants as listed in subsection b. of this section and historic site management grants as listed in subsection c. of this section, as awarded by the New Jersey Historic Trust, for historic preservation projects approved as eligible for such funding:
(1) $8,120,541 from the "2009 Historic Preservation Fund," established pursuant to section 20 of the "Green Acres, Water Supply and Floodplain Protection, and Farmland and Historic Preservation Bond Act of 2009," P.L.2009, c.117; and
(2) $2,130,239 from the "2007 Historic Preservation Fund," established pursuant to section 20 of the "Green Acres, Farmland, Blue Acres, and Historic Preservation Bond Act of 2007," P.L.2007, c.119.
b. The following historic preservation projects are eligible for funding in the form of capital preservation grants, as awarded by the New Jersey Historic Trust, using moneys appropriated pursuant to subsection a. of this section:

d. Any transfer of any funds, or change in project sponsor, site, or type, listed in subsection b. or c. of this section shall require the approval of the Joint Budget Oversight Committee or its successor.
e. To the extent that moneys remain available after the projects listed in subsection b. or c. of this section are offered funding pursuant thereto, any project of a local government unit or qualifying tax exempt nonprofit organization that previously received funding for historic preservation purposes appropriated or reappropriated from any Green Acres bond act, any annual appropriations act, or the Garden State Historic Preservation Trust Fund established pursuant to section 21 of P.L.1999, c.52 (C.13:8C-21), or that receives funding pursuant to this act, shall be eligible to receive additional funding, as determined by the New Jersey Historic Trust, subject to the approval of the Joint Budget Oversight Committee or its successor.
For the purposes of this subsection, "Green Acres bond act" means P.L.2009, c.117, P.L.2007, c.119, P.L.1995, c.204, P.L.1992, c.88, and P.L.1987, c.265.
2. There is appropriated from the "2009 Historic Preservation Fund," established pursuant to section 20 of the "Green Acres, Water Supply and Floodplain Protection, and Farmland and Historic Preservation Bond Act of 2009," P.L.2009, c.117, to the New Jersey Historic Trust the sum of $600,000 for the purpose of providing organizational, administrative and other work and services, including salaries, equipment, materials and services necessary to administer the applicable provisions of this act.
3. This act shall take effect immediately.
STATEMENT
The bill appropriates $10,850,780 to the New Jersey Historic Trust for historic preservation purposes, of which $10,250,780 is for the purpose of providing grants, as awarded by the New Jersey Historic Trust, for certain historic preservation projects contained in this bill.
Of the funding provided for grants, $8,120,541 is from the "2009 Historic Preservation Fund," established pursuant to section 20 of the "Green Acres, Water Supply and Floodplain Protection, and Farmland and Historic Preservation Bond Act of 2009," P.L.2009, c.117, and $2,130,239 is from the "2007 Historic Preservation Fund," established pursuant to the "Green Acres, Farmland, Blue Acres, and Historic Preservation Bond Act of 2007," P.L.2007, c.119.
The projects listed in this bill have been approved by the New Jersey Historic Trust and the Garden State Preservation Trust.
Of the project approvals contained in this bill, the sum of $9,304,784 will be used to provide capital preservation grants, and the sum of $945,996 will be used to provide historic site management grants. Capital preservation grants fund the restoration, preservation, repair and rehabilitation of historic sites for new or continued use by nonprofit organizations or county and municipal governments. The properties must be listed or eligible for listing in the State or National Register of Historical Places. There are two types levels of capital preservation grants: Level I applicants may apply for grants of $5,000 to $150,000 and Level II applicants may apply for grants of $150,001 to $750,000. Of the funding provided in this bill, $1,429,513 is for 12 Level 1 grants and $7,875,271 is for 17 Level II grants. The historic site management grants support non-construction activities such as long-term planning of operations and programs including building assessments, accessibility, landscape plans, and creating educational campaigns to increase public awareness. Included within the $945,996 for historic site management grants are four heritage tourism grant projects totaling $149,375.
The bill provides that any transfer of any funds to another project, or change in project sponsor, site, or type, listed in the bill would require the approval of the Joint Budget Oversight Committee.
The bill also provides that to the extent that there are funds remaining after those projects listed in this bill are offered funding, the New Jersey Historic Trust, with the approval of the Joint Budget Oversight Committee, may use those funds to provide additional funding for historic preservation projects of local government units or qualifying tax-exempt nonprofit organizations previously approved for funding pursuant to various other laws or approved for funding pursuant to this bill.
Lastly, this bill appropriates $600,000 from the "2009 Historic Preservation Fund" to the New Jersey Historic Trust for the purpose of providing funding for the organizational, administrative and other work and services, including salaries, equipment, materials and services necessary to administer the applicable provisions of this bill.
