SYNOPSIS
Requires survey of certain businesses having more than 100 full-time employees in certain areas of Philadelphia and Wilmington region regarding their back office operations.

An Act requiring a survey of certain businesses located outside of New Jersey.
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. As used in P.L. , c. (pending before the Legislature as this bill):
"Back office operation" means a business function that includes, but is not limited to: accounting and finance; human resources; information technology and computer operations; legal and regulatory compliance; logistics, supply, and distribution; sales and marketing; operations support; and customer service.
"Center" means the New Jersey Business Action Center created in the Department of State.
"Philadelphia-Wilmington region" or "region" means the Philadelphia-Camden-Wilmington, PA-NJ-DE-MD Metropolitan Statistical Area, as designated by the United States Office of Management and Budget.
"Secretary" means the Secretary of State.
"South Jersey" means the area encompassing the counties of Atlantic, Burlington, Camden, Cape May, Cumberland, Gloucester, Ocean, and Salem.
2. a. The Secretary of State, in consultation with the Commissioner of Labor and Workforce Development and the New Jersey Business Action Center, shall conduct a survey of businesses having more than 100 full-time employees at one location within the Philadelphia-Wilmington region, excluding businesses located in New Jersey. The survey shall determine whether the business has a back office operation conducted by the business or another business entity and, if so, whether the business or other business entity is or may be seeking additional personnel to meet its back office operation needs and whether the business or other business entity would consider relocating the back office operation to South Jersey.
b. The secretary may designate the center or a private entity to conduct the survey on the secretary's behalf. The survey shall be completed within 90 days after the effective date of P.L. , c. (pending before the Legislature as this bill). If a surveyed business reports that the business or another business entity conducting its back office operation is or may be seeking additional personnel to meet its back office operation needs and the business or other business entity would consider relocating the back office operation to South Jersey, the secretary shall direct the center to:
(1) offer location and resources assistance to encourage that business or other business entity to relocate their back office operation to South Jersey;
(2) notify every business assistance organization that serves the interests of businesses in South Jersey of that information; and
(3) make that information available on its Internet website.
3. This act shall take effect immediately.
STATEMENT
This bill requires the Secretary of State (secretary), in consultation with the Commissioner of Labor and Workforce Development and the New Jersey Business Action Center (center), to conduct a survey of businesses having more than 100 full-time employees at one location located within the Philadelphia-Camden-Wilmington, PA-NJ-DE-MD Metropolitan Statistical Area, excluding businesses located in New Jersey. The survey is to determine whether the business has a back office operation conducted by the business or another business entity and, if so, whether the business or other business entity is or may be seeking additional personnel to meet its back office operation needs and whether the business or other business entity would consider relocating the back office operation to South Jersey. Under the bill, a "back office operation" is defined as a business function that includes, but is not limited to: accounting and finance; human resources; information technology and computer operations; legal and regulatory compliance; logistics, supply, and distribution; sales and marketing; operations support; and customer service. "South Jersey" is defined as the area encompassing the counties of Atlantic, Burlington, Camden, Cape May, Cumberland, Gloucester, Ocean, and Salem.
The secretary is authorized to designate the center or a private entity to conduct the survey on the secretary's behalf. The survey is to be completed within 90 days after the effective date of the bill.
