An Act designating the portion of Interstate Highway Route 195 in Mercer County as the "Francis J. McManimon Highway."
Whereas, The Honorable Francis "Franny" J. McManimon was born September 30, 1926, in the City of Trenton and grew up in Mercer County; and
Whereas, Senator McManimon was educated and graduated from the Trenton Catholic Boys High School, prior to attending Niagara University, where he received his Bachelor of Science degree, and New York University, where he completed graduate work in the field of recreation; and
Whereas, As a pillar of the community in Mercer County, Senator McManimon was active in various community organizations, including the National Parks and Recreation Society, the New Jersey Parks and Recreation Society, American Legion Post 313, the Ancient Order of Hibernians, and the Knights of Columbus, and has served in numerous public service roles, including as a member of the State Juvenile Delinquency Commission, former chairman of the State Board of Recreation Examiners, Superintendent of Parks and Recreation in the 1[township] Township1 of Hamilton from 1959 to 1989, 1State1 Assemblyman 1[representing the 14th Legislative District]1 from 1972 to 1[1980] 19821, and State Senator representing the 14th Legislative District from 1982 to 1992; and
Whereas, Senator McManimon was elected to the New Jersey General Assembly in 1971, where he was reelected four times, prior to being elected to the New Jersey Senate in 1981, where he was reelected three times; and
Whereas, As a Democratic leader in the Senate, Senator McManimon served as assistant majority leader; and
Whereas, With an unwavering devotion to the people of the State of New Jersey, it is fitting and proper for the Legislature of the State of New Jersey to honor the work of Senator McManimon for his many contributions to the Legislature and to the State by designating the portion of Interstate Highway Route 195 in Mercer County as the "Francis J. McManimon Highway"; now, therefore,
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. The Commissioner of Transportation shall designate the portion of Interstate Highway Route 195, extending from milepost 0 to milepost 8.33 on the eastbound side and extending from milepost 8.54 to milepost 0 on the westbound side, in Mercer County as the "Francis J. McManimon Highway" and erect appropriate signs bearing this designation and dedication.
2. State or other public funds shall not be used for producing, purchasing, or erecting signs bearing the designation established pursuant to section 1 of this act. The Commissioner of Transportation is authorized to receive gifts, grants, or other financial assistance from private sources for the purpose of funding or reimbursing the Department of Transportation for the costs associated with producing, purchasing, erecting, and maintaining signs bearing the designation established pursuant to section 1 of this act and entering into agreements related thereto, with private sources, including but not limited to non-governmental non-profit, educational, or charitable entities or institutions. Work shall not proceed and funding shall not be accepted by the Department of Transportation until an agreement has been reached with a responsible party for paying the costs associated with producing, purchasing, erecting, and maintaining the signs.
3. This act shall take effect immediately.
