SYNOPSIS
Permits DOH licensure of elective angioplasty facilities.

An Act providing for licensure of elective angioplasty facilities and supplementing Title 26 of the Revised Statutes.
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. A general hospital may apply to the Commissioner of Health for a license to provide elective angioplasty services in the State. The commissioner shall issue a license to any facility that, in addition to any other requirements set forth by the commissioner, meets the following requirements:
a. The applicant shall demonstrate to the satisfaction of the commissioner:
(1) the ability to offer a high quality program for the provision of elective angioplasty services;
(2) the ability to provide patient selection from among a community that is representative of the State's diverse regions and urban, suburban, and rural populations; and
(3) the ability to increase access to care for minorities and the medically underserved.
b. The applicant shall not currently be licensed as a cardiac surgery facility.
2. The Commissioner of Health shall adopt such rules and regulations, in accordance with the "Administrative Procedure Act," P.L.1968, c.410 (C.52:14B-1 et seq.), as the commissioner deems necessary to effectuate the purposes of this act.
3. This act shall take effect immediately.
STATEMENT
This bill provides for the licensure of additional elective angioplasty facilities in the State.
In 2007, the Department of Health established the elective angioplasty demonstration project, under which the department was authorized to approve up to 12 general hospitals, which were not currently licensed as cardiac surgery facilities, to provide elective angioplasty services. The demonstration project, which ended December 31, 2014, included a study which determined that the safety risk for elective angioplasty procedures performed at demonstration project facilities are as statistically safe as procedures performed at licensed cardiac surgery facilities.
This bill permits general hospitals to apply for licensure to provide elective angioplasty services. The Commissioner of Health would be required to issue a license to any facility that is not currently licensed as a cardiac surgery facility, that meets any requirements set forth by the commissioner, and that additionally demonstrates to the satisfaction of the commissioner: (1) the ability to offer a high quality elective angioplasty program; (2) the ability to provide patient selection from among a community that is representative of the State's diverse regions and populations; and (3) the ability to increase access to care for minorities and the medically underserved.
It is the sponsor's belief that licensure of additional elective angioplasty facilities is necessary to better serve the health care needs of cardiac patients Statewide.
