SYNOPSIS
Makes supplemental appropriation of $120,000 from General Fund to DCF for Street Outreach Program of Anchor House.

A Supplement to the annual appropriations act for the fiscal year ending June 30, 2023, P.L.2022, c.49.
Be It Enacted by the Senate and the General Assembly of the State of New Jersey:
1. In addition to the amounts appropriated under P.L.2022, c.49, the annual appropriations act for the fiscal year ending June 30, 2023, there is appropriated from the General Fund the following amount for the purpose specified:

Notwithstanding the provisions of any law or regulation to the contrary, the amount hereinabove appropriated for Anchor House shall be used to fund the Anchor House Street Outreach Program, in order to provide services to runaway, homeless, and street youth in Mercer County.
2. This act shall take effect immediately.
STATEMENT
This bill makes a supplemental appropriation of $120,000 for fiscal year 2023 to the Department of Children and Families for a grant for the Street Outreach Program (SOP) of Anchor House in Trenton. The grant funds are to be used to provide services to runaway, homeless, and street youth, ages 14 to 21 years, in Mercer County, with a particular focus on youth residing in Trenton. The array of goods and services provided to unhoused and at-risk youth through the SOP includes, but is not limited to: food, clothing, and personal hygiene products; referrals to shelters or safe housing options; and case management services. Anchor House also operates two drop-in centers in Trenton, where unhoused and at-risk youth can access shower and laundry facilities, crisis intervention and case management services, and assistance with finding emergency shelter or alternative living arrangements.
During the FY 2019 through FY 2022 grant cycle, the Anchor House SOP received grant funding from the Administration for Children and Families (ACF) in the United States Department of Health and Human Services, pursuant to the federal "Runaway and Homeless Youth Act" (34 U.S.C. s.11201 et seq.). In the FY 2023 grant cycle, however, the ACF did not award any grants in support of Anchor House for its SOP activities.
