     Requires Executive Branch departments or agencies notify Legislature of completion of school district audit report within 30 days of completion.

An Act concerning school district audit reports and supplementing Title 18A of the New Jersey Statutes.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    Notwithstanding the provisions of any law, rule, or regulation to the contrary, a department or agency of the Executive Branch shall provide written notice to the President of the Senate, the Minority Leader of the Senate, the Speaker of the General Assembly, the Minority Leader of the General Assembly, the members of the Senate Budget and Appropriations Committee, and the members of the Assembly Budget Committee, or their successor committees, of the completion of any draft or final report resulting from an audit of a school district performed by the department or agency or by an external entity on behalf of the department or agency.  The department or agency shall provide the notice within 30 days of the completion of the draft or final report by the department or agency or submission of the draft or final report by the external entity to the department or agency.  Upon request, the department or agency shall provide a copy of the draft or final report.

     The provisions of this section shall not apply to an audit report completed pursuant to N.J.S.18A:23-1.

 

     2.    This act shall take effect immediately.

 

 

STATEMENT

 

     This bill requires that a department or agency of the Executive Branch notify the Legislature within 30 days of completion of any report resulting from a school district audit, other than the required annual audit.  The objective is to create greater transparency with respect to how tax dollars are utilized by school districts and to ensure that the Legislature has access to critical information in a timely manner as policy proposals are considered.
