SYNOPSIS

     Authorizes an institution of higher education to initiate a new program without the approval of the Commission on Higher Education that might otherwise be required if the program is not supported by State funds.

An Act concerning certain actions taken by institutions of higher education and supplementing chapter 3B of Title 18A of the New Jersey Statutes.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    Notwithstanding the provisions of section 14 of P.L.1994, c.48 (C.18A:3B-14) or any other section of law to the contrary, an institution of higher education shall not be required to receive approval from the Commission on Higher Education to initiate a new program, activity, or service if the institution certifies that State funds will not be used to support the program, activity, or service.

 

     2.    This act shall take effect immediately.

 

 

STATEMENT

 

     This bill provides that an institution of higher education will not be required to receive approval from the Commission on Higher Education that might otherwise be required to initiate a new program, activity, or service if the institution certifies that State funds will not be used to support the program, activity, or service. Under current law, the final decision over new academic programs that go beyond the programmatic mission of an institution of higher education and the final decision over a change in the programmatic mission of an institution is made by the commission.
