SYNOPSIS
Establishes public awareness campaign about Pregnant Women/Women With Dependent Children initiative and Maternal Wrap Around program.

An Act concerning the establishment of a public awareness campaign about the Pregnant Women/Women With Dependent Children initiative and Maternal Wrap Around program and supplementing Title 30 of the Revised Statutes.
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. a. The Commissioner of Human Services shall establish a public awareness campaign to publicize and inform the general public about the Pregnant Women/Women With Dependent Children initiative, the Maternal Wrap Around program, and other services provided by the Department of Human Services to pregnant women and mothers suffering from opioid addiction and other substance use disorders.
b. The commissioner shall, at a minimum:
(1) provide for the development of printed educational materials and public service announcements in English and Spanish about the public awareness campaign established pursuant to subsection a. of this section; and
(2) disseminate information about the Pregnant Women/Women With Dependent Children initiative, the Maternal Wrap Around program, and other services provided by the department to pregnant women and mothers suffering from opioid addiction and other substance use disorders for distribution to the public, through a variety of entities, including, but not limited to, local health agencies and clinics, physicians, health care facilities, birthing centers, pharmacies, libraries, any residential or outpatient substance use treatment centers, and other community-based outreach programs and organizations.
2. The Commissioner of Human Services, pursuant to the "Administrative Procedure Act," P.L.1968, c.410 (C.52:14B-1 et seq.), shall adopt rules and regulations to effectuate the purposes of this act.
3. This act shall take effect immediately.
STATEMENT
This bill requires that the Commissioner of Human Services establish a public awareness campaign to publicize and inform the general public about the Pregnant Women/Women With Dependent Children initiative, the Maternal Wrap Around program, and other services provided by the Department of Human Services to pregnant women and mothers suffering from opioid addiction and other substance use disorders.
The commissioner would be, at a minimum required to: develop printed educational materials and public service announcements in English and Spanish about the public awareness campaign; and disseminate information about the Pregnant Women/Women With Dependent Children Initiative, the Maternal Wrap Around Program, and other services provided by the department to pregnant women suffering from opioid addiction and other substance use disorders for distribution to the public, through a variety of entities, including, but not limited to, local health agencies and clinics, physicians, health care facilities, birthing centers, pharmacies, libraries, any residential or outpatient substance use treatment centers, and other community-based outreach programs and organizations.
The Pregnant Women/Women with Dependent Children initiative provides a coordinated network of specialized, gender- specific and family-centered substance use treatment services targeted to pregnant women and women with dependent children including, but not limited to: methadone maintenance; residential or outpatient substance use treatment services; primary medical and pediatric care; prenatal care referrals; transportation and child care services; therapeutic interventions for women and children; and linkages to housing assistance and recovery management services.
The Maternal Wrap Around program provides intensive case management and recovery support services for opioid dependent pregnant and postpartum women throughout the State. The goal of the program is to promote maternal health, improved birth outcomes, the reduction of risk and adverse consequences of prenatal substance exposure, and alleviate barriers to services for pregnant women and mothers suffering from opioid addiction.
