SYNOPSIS
Requires public schools which have automated external defibrillators to adopt polices concerning usage.
CURRENT VERSION OF TEXT

An Act concerning automated external defibrillators in certain public schools and supplementing chapter 40 of Title 18A of the New Jersey Statutes.
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. a. A board of education of any school district that maintains an automated external defibrillator, as defined in section 2 of P.L.1999, c.34 (C.2A:62A-24), shall adopt a policy concerning the use of the defibrillator. The policy shall at a minimum:
(1) incorporate current guidelines developed by the American Heart Association concerning the proper use of defibrillators;
(2) address the location of the defibrillator and inform all staff and students of the location;
(3) require training in cardio-pulmonary resuscitation and the use of a defibrillator in accordance with the provisions of section 3 of P.L.1999, c.34 (C.2A:62A-25) for school nurses, athletic trainers, and any other staff members designated by the district;
(4) address the availability of the defibrillator during the school day and for extracurricular activities, such as athletics and social or academic clubs, that occur at the school after school hours, and the presence of a staff person who is certified in the operation and use of the defibrillator, pursuant to section 3 of P.L.1999, c.34 (C.2A:62A-25), whenever a public school building or athletic field is used for extracurricular activities;
(5) require that the defibrillator is maintained and tested according to the manufacturer's operational guidelines in accordance with the provisions of section 3 of P.L.1999, c.34 (C.2A:62A-25);
(6) provide notification to the appropriate emergency first aid, ambulance, or rescue squad, or other appropriate emergency medical services provider of the type and location of the defibrillator in accordance with the provisions of section 3 of P.L.1999, c.34 (C.2A:62A-25); and
(7) provide all staff and students with information concerning sudden cardiac arrest, and the procedures to be followed in the event of an emergency.
The policy shall include any other information deemed necessary by the board.
b. The policy shall be distributed to each staff person who is certified in the operation and use of the defibrillator, pursuant to section 3 of P.L.1999, c.34 (C.2A:62A-25), and shall be posted in several locations in each school building in the district for review by all staff and students.
c. A school district and its employees shall be immune from civil liability in the acquisition and use of defibrillators pursuant to the provisions of section 5 of P.L.1999, c.34 (C.2A:62A-27).
2. This act shall take effect 180 days following enactment.
STATEMENT
This bill requires the board of education of any school district that maintains an automated external defibrillator to adopt a policy concerning the use of the defibrillator.
Under the bill, the policy is required at a minimum to:
