SYNOPSIS
Establishes "Transportation Services Coordination Task Force."

An Act establishing the "Transportation Services Coordination Task Force."
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. a. There is established a task force to be known as the "Transportation Services Coordination Task Force."
b. The task force shall consist of the following 23 members:
(1) the Executive Director of the New Jersey Transit Corporation, or the executive director's designee, who shall serve ex officio;
(2) the Commissioner of Transportation, or the commissioner's designee, who shall serve ex officio; and
(3) one person from each of the 21 counties in this State with expertise and experience in public transportation within the person's respective county who shall be appointed by the person's respective board of chosen freeholders.
c. Appointments to the task force shall be made within 30 days of the effective date of this act. Vacancies in the membership of the task force shall be filled in the same manner as the original appointments were made. Members of the task force shall serve without compensation but shall be reimbursed for necessary expenses incurred in the performance of their duties as members of the task force and within the limits of funds appropriated or otherwise made available to the task force for its purposes.
2. The task force shall organize as soon as practicable following the appointment of a majority of its members, but no later than 60 days after the effective date of this act. The task force shall select a chairperson from among its members and may appoint a secretary who need not be a member of the task force. The task force shall meet at the call of the chairperson and hold hearings at the times and in the places the task force deems appropriate and necessary to fulfill its charge.
3. The New Jersey Transit Corporation shall provide stenographic, clerical, and other administrative assistance and professional staff as the task force requires to carry out its work. The task force shall be entitled to call to its assistance and avail itself of the services of the employees of any State, county, or municipal department, board, bureau, commission, or agency as it may require and as may be available for its purposes.
4. The task force shall study and make findings and recommendations concerning all potential opportunities for the New Jersey Transit Corporation, the New Jersey Department of Transportation, and each county in New Jersey to coordinate transportation services offered throughout the State to better serve members of the community, particularly transit-dependent individuals.
5. The task force shall prepare and submit a report to the Governor and, pursuant to section 2 of P.L.1991, c.164 (C.52:14-19.1), to the Legislature no later than one year following its organizational meeting. The report shall contain the task force's findings and recommendations required pursuant to section 4 of this act.
6. This act shall take effect immediately and shall expire upon submission of the report required to be prepared and submitted pursuant to section 5 of this act.
STATEMENT
This bill establishes the "Transportation Services Coordination Task Force" (task force), which is to be comprised of the Executive Director of the New Jersey Transit Corporation (NJT), the Commissioner of Transportation, and one person from each of the 21 counties in this State who has expertise and experience in public transportation in the person's respective county and who is to be appointed by the person's respective board of chosen freeholders.
