An Act concerning the promotion of shared services and supplementing Title 40 of the Revised Statutes.
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. a. The Director of the Division of Local Government Services in the Department of Community Affairs, in consultation with the Commissioner of Education and the State Treasurer, shall establish an electronic bulletin board on the Department of Community Affairs website through which local units may post opportunities and requests for partners for joint, consolidated and shared services. The purpose of the electronic bulletin board shall be to provide a central place for local units to advertise and seek out opportunities with other local units for shared services.
b. The director, in consultation with the Commissioner of Education and the State Treasurer, shall develop an electronic survey utilizing criteria that will enable the division to use a computer program to match-up local units as logical partners for the provision of shared services. The electronic survey shall be distributed to as many local units as is practicable and shall be updated periodically.
c. For the purposes of this section:
"Local unit" means county, municipality, school district, fire district, local authority, regional authority, and joint meeting.
"Shared services" includes joint services, consolidated services, regional services, and joint meetings.
d. The director shall annually report to the Governor and to the Legislature, pursuant to section 2 of P.L.1991, c.164 (C.52:14-19.1), information on the usage and savings by local units from initiatives authorized under this section.
e. The director, in consultation with the Commissioner of Education and the State Treasurer, shall promulgate rules, regulations, and forms necessary to implement this section.
f. The director may annually submit to the Legislature an appropriation request for funds anticipated for the following State fiscal year to fund activities required pursuant to this section.
2. This act shall take effect immediately.
STATEMENT
This bill would require the Director of the Division of Local Government Services, in cooperation with the Commissioner of Education and the State Treasurer, to establish an electronic bulletin board on the division's website upon which local unit may advertise and seek shared services opportunities. The director would further be required to develop, in cooperation with the Commissioner of Education and the State Treasurer, an electronic survey for local units by which the State would be able to match local units together to participate in joint, consolidated and shared services. The bill would require the director to annually report on the usage and savings by local units from these initiatives, and allows the director to request appropriate amounts of monies to fund the activities required by the bill.
