Makes supplemental appropriation of $4.4 million to DLPS for purchase and distribution of thermal imaging cameras for local police services.

A Supplement to "An Act making appropriations for the support of the State Government and the several public purposes for the fiscal year ending June 30, 2001 and regulating the disbursement thereof," approved June 30, 2000 (P.L.2000, c.53).
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. In addition to the amounts appropriated under P.L.2000, c.53, there is appropriated out of the General Fund the following sum for the purpose specified:

The amount appropriated herein shall be deposited in a dedicated fund and shall be utilized to purchase and distribute one thermal imaging camera per municipality for the use of the entity providing local police services in each municipality in the State.
2. This act shall take effect immediately.
STATEMENT
This bill would appropriate $4,400,000 to the Division of Criminal Justice in the Department of Law and Public Safety for the purchase and distribution of a thermal imaging camera for each municipality's police service provider. While thermal imaging cameras have various applications in police work including the recovery of lost and unconscious individuals during search and rescue missions and the apprehension of criminal suspects who are evading arrest, the cost of the cameras has inhibited local utilization of the technology.
The appropriation proposed by this bill would allow for the distribution of one camera for the provider of police services in each of the 566 New Jersey municipalities. This appropriation would include the purchase of 73 cameras for the New Jersey State Police to use in the municipalities for which it provides local police services as well as nine cameras for police departments municipalities that have contracted for their services.
